First I think it is a suggestion, but then again it is ranting about how worlds are too boring.
Second, he can simply solve the problem by doing everything in a PvP world.
Third, some people don't enjoy much of the "multy- players" part of the game, and rather spend most of their time doing things alone.
Forth, it will make RuneScape just a PvP game..
