I think I need to learn how to make landscape paintings...
Chapter XI-Pluvo

The blackened skies lit up, and for those brief seconds, the city was literally as bright as day. The lightning clashed and crashed with tremendous force, striking multiple glowing towers. Finally, water started to pour down from the heavens, and loud taps were heard for each raindrop that struck anything.

“Pluvo,” December said to herself. A term for rain…

I looked about as December flew through the city. The ground streets were heavy in traffic. Up ahead, I saw multiple flashing red and blue lights. It seemed as though two wheeled vehicles seemed to have had a collision. The unlucky police were slowly guiding the traffic, while a police walker was moving the vehicles gently out of the streets.

By the time we got back to the base, the rain had gotten even heavier, and half the ground was flooded with at least 3 inches of water. December landed the craft, and pressed a few buttons. The vehicle’s engines turned off. She then turned a nozzle and all the lights of the personal flight transport shut off. It was now difficult to see the most of ground around us.

It was nothing but pitch black. Yet, the base’s lights broke some of the darkness. The runway’s lights were clearly visible, along with many facilities nearby that gave off eerie blue, white, or red lights. Some of these lights were pointed straight up, almost like lasers.
The louder tapping from the rain hitting our craft and nearby crafts told us the rain was getting even heavier. Each rain drop was heard in the gigantic flood of water around us.

I pulled a lever to my left, and the craft’s hatch opened upward. After shutting the hatches, we ran toward the connected barracks, each step making large and loud splashes.

“You two were out for awhile, a date?” a Grey crewman chuckled.

“Not to mention you guys are both also nice and wet,” Fenrir also joked.

“Oh yeah,” I played along as I dried my hair.

The next thing I knew, I fell to the ground clutching my side in pain. Nearby personnel looked right at me, some holding in laughter.

December gave me an unimpressed look while clutching her fists. She then walked away toward the crew corridors. Forgot she didn’t like those kinds of jokes…

I got up and brushed myself off…

“Sure knows how to treat a girl!” Fenrir laughed as others nearby followed.

After punching him in the arm, I made way to my personal dorm… since December is my assigned assistant; we had to share the customized room.

December was at a desk doing some paper work. We really had nothing to say to each other. I sat down on my bed, and began to read through my new technique tome. At first it was of it was nothing more than a review of what I already knew… but finishing the first chapter, I was able to learn some new deadly and useful psychokenetics easily.

The rain began crashing on the reinforced windows of the base. It gave off the impression that the rain was strong enough to burst through. The wind began to howl loudly outside. And a thunder clap was heard… This storm wasn’t going to weaken anytime soon, it was only to get stronger.

Suddenly, an extremely loud bang of thunder was heard! The outside world lit up intensely as the blinding lightning struck right outside. Lights of the room flickered on and then off, and the windows shook violently as they were hit with the force of the sound crash. Some screams were heard outside my room. It was almost like a bomb had gone off; or rather a powerful ionic laser struck outside.

After a pause, the lights flashed and flickered again. December and I glanced at each other. Then looked upward, as though trying to see what was happening in the heavens. We heard nothing but the sound of the rain and distant thunder.

Then, the power shut off… happens rarely on harsh storms, but nonetheless the base has three sets of backup power. We waited a minute, and none of the electrical power came back up. The room was pitch black… in a few seconds I heard some generators kick up, and light sources began to give off eerie glows.

“We’re using the magical power supply,” I said.

“There must be something wrong with the electrical generators.” December responded.

Screams were heard outside, and then gunfire. Something was definitely wrong… perhaps that was an ionic laser that had just struck… but why wasn’t it detected?

An alarm echoed throughout the base, and I saw the shadows of many personnel scrambling. A soldier barged into the room, “Hey! We’re under attack!” She yelled before sprinting out to other rooms.

December and I grabbed our weapons and ran out the door. Pluvo… I thought to myself.

“Fucking rain!” a man yelled as he charged down the corridor.

Chapter XII-The Rainfall Invasion -

Handguns in our hands, we rushed down the corridor, traveling in a group with some of the base’s personnel. The hallways were almost completely black, with the lights pulses weakly. It gave off that horror movie feel. Screams and orders were echoed throughout the facility, just slightly covered by the sound of weapon fire and the noisy siren. The facility shook slightly as a suppressed boom was heard outside.

We rushed down some stairs into another corridor… and continued through a complex path until we had finally reached the facility’s exit nearest to the sound of the fight. A group of soldiers opened the blast doors and shut them as they went out. December and I stood our ground for a moment.

There were injured men and women in the darkened room, healers and medics worked away on our comrades. Blood was everywhere on the floor. One man seemed to have lost his arm and was bleeding badly; a female Ani-Hume medic was attempting to seal his wound, yet the man was struggling too much to allow her to work her magic. One side of the room was filled with lifeless bodies, some were missing various limbs, and one female body was missing her entire lower half. However it looked like their heads were intact enough to be revived later.

“Medic!!!” a male voice screamed out. I took a quick glance; the man had large needles through his arms and shoulders.

“I’ll be right with you in a second! Hang in there!” a Kappa yelled out.

The blast doors opened up again, and another group of soldiers ran through, along with some coming back inside. Suddenly, the world shook violently once again and loud booms were heard outside.

“Lieutenant Shiba!” a voice called over the loud noises. I took a glance back, it was Nadine. She had her pistol out, along with that seemed to be a small standard issued scepter. She had her piloting helmet on. “Kirkland just told me we are ordered to get into our fighter crafts! They have spotted bombers in our airspace!”

“I think I know that! Why the hell didn’t we detect them earlier though?! And how the hell are we supposed to fly in that weather outside?!” I said back to her. December stared at us calmly.

“We don’t know that first part. But Wright and Chilpad are already in the air and are engaging the bombers the best they can, all the aircraft hangars have been destroyed except the one containing our squadron’s planes. So we have to get there now!”

The three of us, followed by a number of other soldiers opened the room’s blast doors and ran through. We were in an extremely dark, and wet room, it only became darker as we closed the doors behind us. Suppressed gunshots and screams echoed, and the room shook as an explosion went off. A second passed I noticed everyone but myself were wearing their helmets… at that moment, the door in front of us quickly opened, and we were struck by the heavy rain.

It was extremely hard to see, and the rain drops pouring into my face blinded me. I felt stupid, and closed my eyes, then quickly placed on my customized helmet. Radio communication pierced through my mind. I activated the night vision, and the world was outlined by thin red lines. I noticed the field occupied with about a hundred allied soldiers. December and Nadine were taking cover behind some boxes, and beckoning to me. I dashed down some stairs and found myself running through half a foot of water.

Lucky I wasn’t shot when placing on my helmet, I found myself next to December, Nadine and a handful of soldiers. The fighting was about another two hundred yards away to the north. The hangar I was to get to was right in the middle of the firing… of fucking course…

The distant field area looked like a fireworks show from the gun, laser and spell fire. Plasma and pulse fire ruptured into the stormy, anti-air attempting to swat flies blindly. Red and green projectiles were seen coming from the area where the enemy has captured. There were as well as some dark, hard to see needles, spinning blades, and all sorts of brutal objects. I am quite frightened to be hit by one of those weapons.

Lightning flashed off in the distance, and to my horror, I saw the sky littered with what seemed to be many round unknown craft in that half of a second. The shapes were familiar looking, and I was sure of it, the Pliigans were attacking.

I spotted a dark mass catch on fire and erupt in black, green and red smoke. A Federal fighter chased after it, and fired machine guns. The Pliigan craft then crashed right onto the field after being shredded by either Captain Wright’s or Major Chilpad’s handiwork.

“Taos! Ouis vuin! Ouis ynas bemulsh?” a male Saurian foot soldier said. He was speaking in Ani-Hume tongue with the typical Saurian accent. I understood what he said, and noticed behind some soldiers there was a fourth male Grey from the Bass Tongue squadron.

“You’ve got that right,” I said in a universal tongue, Human English.

“Janos famm, s-we will try to get you all to the hangars-s.” he took a glance off in the distance where the fighting was occurring. “Kus ujan ltana… Go over there!” He pointed over to a small building about fifty yards away.

I held tightly onto my pistol, and sprinted, followed by the squad of soldiers.

You've left us on a bit of a cliff hanger, but you could do something to make it a bit more intense at the end. And the overuse of ellipses makes it a bit weird.
And you said the power shut off twice:

Then, the power shut off…

But other than those points, I liked it :) Everything was normal, but then a sudden twist came and the tables turned. Can't wait for the next one :D
