So recently, I started playing RS again as a member. I want to start a clan based around skilling and some combat and I'm not sure of somethings. 1.) A name. XD
2.)If it would STAY active.

I think you are better off joining a clan than trying to make one. There are so many out there, I am sure you will find one which is for you. It takes a lot of time to get a clan on to its feet, and it takes a lot of effort to keep it there. So if you really want to make a clan I suggest naming to something you think you will do the most, like if you think you will Castle wars a lot you name it something like "Warriors of the Castle." But that is an easy way to name your clan, I am sure there are way more original ones.

But be careful as it cuts off half of the name which is really annoying -.-
