i used MS paint to make this homepage (NOTE it is version 3) (i will most likely post version 4 sometime soon)

Well it would probably look better if it wasn't horribly blurred on my computer, but even so it needs some serious work on spacing, colour schemes especially with the free/members button on the play options. Try taking more inspiration from the current RuneScape layout (to tell you the truth your version looks quite similar to the old, old RuneScape home page.)
Try putting in some more text - make it readable as well, change the colour scheme a bit and make the whole thing more textured. If you look at the RuneScape page, a lot of the backgrounds are nicely textured, but not overly meaning that the text is still clear. This adds a more professional look to the webpage while making each individual section of it clearer and more distinct. Good luck in the future with this and well done so far.
E: Oh and you might want to try and get photoshop or use GIMP as they are far better photo-manipulation/design programs than paint.

i've been using photoshop at my grandparents house, i don't have it at mine. that's how i blurred the edges. =).

the thing that is bugging me the most is the free play/ members buttons. the members button is just not spaced well at all

I would suggest doing a lot of changes before you make another topic. The only change I see is the borders are burred. It's not really an improvement from my point of view.

Basically in summation, here's what people are saying:
- No blue text! By rule of thumb only two font colors should be used: black and white. Blue just doesn't go well with black, even though I know you think it's cool and hip, it sucks, stop it.
- Don't use a single-color background, it doesn't work for corporate websites. Stop it.
- Your website takes up the entire screen. It doesn't look sleek and modern if your user has to scan the entire width of their ever-growing monitor to get information about your product. Stop it.
- Borders! When is the last time you saw a website use borders effectively? Never! They don't blend the site, and they don't make it flow. Stop it!
- On the first thread you made you said "i know the font may be hard to read, but please vote without considering that." If you know it's a problem, fix it! Don't stand there and say "there are problems with it, but hey, don't look at the problems, give me a 10/10 because there may at least be one thing good about it." Stop it!
- It's too cluttered. Runescape.com itself already has a ton of information on it, and some might say it's bordering on information overload. Rule of thumb is that a person has about 7 seconds to decide whether or not a web page is good, and 7 seconds isn't enough to read everything on that page. So, instead of putting so much information on there, just put a bit, or put links. In other words: stop it!
It all comes down to one thing: streamlined performance. If a user can't look at your page without feeling sorry for the creator, there's a problem, because they won't get to see the information on there. Web pages are there for one reason, and one reason only: to provide a user with information in an efficient manner. You seem to take the approach that web design is all about looking cool and being flashy, when it's not at all.
Sorry for being harsh, I just want to help you see where you're wrong, instead of seeing you change one tiny thing and call it a whole new version, and make a new thread about it, only to be shot down a fourth time.

moar mechscape pictures. add concept art.
and PLEASE don't use paint it fails.
text fails.
black fails, black background is what lazy people do get a picture background going.

I find it a little hard to read with the black and blue colors. Try choosing another color on your next work, but it is nice

The bulk of your text is too white or blue, bold and blurry. And the background is too bland, its too black.
